It allowed to compile statistics of value added flows between countries. The concept ?trade in value added? accounts for the value added of one country directly and indirectly contained in final consumption of another country. The typical question would be: How much value added of other countries is contained in the consumption of the country under examination?. The trade statistics in value added term eliminate the multiple calculation of such goods in trade ? first as components (intermediate goods) and then as parts of final goods. Thus, those statistics are better to assess the benefits derived by particular countries from foreign trade. The aim of this paper is to present changes of trade balances in bilateral trade of the Central and Eastern European countries (Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia ? CEECs) in 1995-2011. The illustration of these changes is based on trade statistics both in value added terms and in gross terms. The data are downloaded from the World Input-Output Database (WIOD Release 2013). The research study shows that trade deficits and trade surpluses when measured in value added terms tend to become smaller as compared to gross trade figures. The key to understanding of this pattern is trade in intermediates. The differences between trade balances in gross and value added terms differ among the CEECs. The largest are in the Central European countries (the Czech Republic, Hungary, Poland and Slovakia). These countries are strong integrated with the global value chains. The growing age women in Pakistan are hardly aware of reproductive health complications because of reasons linked to socio-cultural and religious factors which are the determinants of inadequate reproductive trends. Menstruation and menstrual practices, hygiene, reproductive tract infection, early pregnancies, infant death, mortality rate, women?s health security, child upbringing by inexperienced young mothers are the fundamental issues faced by Pakistani females and it is directly attached with ignorance of reproductive health know how. This study aimed to discover the need of educating adolescent females of city Karachi regarding reproductive health. The objective of this study was to acquire evidence on current awareness and insights on puberty and reproductive health needs. The research followed a quantitative and pragmatic approach enabling empirical analysis along with shedding light on the facts and figures. The data was collected through convenient sampling from four schools in the urban and rural areas of the city, Karachi and analyzed through descriptive statistic, linear regression and Kruskal Wallis Test. The analysis of the data indicated that awareness regarding reproductive health amongst adolescents is very minimal along with guidance and counseling provided to them at home and in school. The study highlighted the fact that education and medical facility available in schools have a significant impact on reproductive health awareness but the schools in Pakistan of both the rural and urban areas lack in mass awareness on reproductive health. The conclusion and observation leads to creating channels for imparting knowledge and awareness regarding reproductive health and its needs to the adolescents. It is recommended to create awareness amongst youth especially females by integrating it into school curriculum from grades 5 onwards or by conducting reproductive health awareness seminars in schools at different intervals. Attitude and Beliefs to the Nature of Teaching and Learning and Relations Between the Principles of Students? Assessments Abstract: Educational paradigm has changed significantly in post-soviet states and in Georgia among others. Attitude to teaching has also changed. Specifically, directive teacher-centered teaching model is replaced with student-centered model. Most of the teachers were trained in this regard. Change of paradigm caused changes in student assessment system respectively. Thereof, teachers? attitude towards teaching and learning has become the valuable research topic - what teachers? consider as the main strategies for gaining knowledge, how the knowledge is constructed, how to make student?s experience more effective, etc. It is also interesting what methods do they use for effective teaching during the instructional process and how they assess students? achievements. The data during research was collected in two directions. On the one hand, teacher?s survey was developed and on the other hand, final works conducted by teachers were analyzed according to their structures and contents. 210 teachers were involved in the research throughout the regions of Georgia. On the basis of the survey the separate aspects of the following process were evaluated:1.Teacher?s attitude to teaching and learning;2.What approaches and teaching methods are applied during the instructional process;3.How student?s knowledge is assessed, what strategies does he/she deem effective. While evaluating final works the following key criteria had been focused on: what kind of tasks do teachers use generally - complex assignments, where students need to integrate different skills or isolated set of separate tasks, which basically grounds on recognizing and memorizing the facts. Research revealed the following tendencies:The part of teachers considers that gaining knowledge generally takes place during the instructional process (47.4% of respondents), the other part thinks that independent work is crucial (52.6%). Part of teachers (30%) deems that teacher?s function is to simply provide information and facts to students; Teachers discuss student?s individual answers, retelling the lesson (very important 57.4%) and oral presentations (68.1%) as the key assessment methods of students at the lesson; On the other hand, greater part of teachers uses isolated set of tasks to assess declarative knowledge for the final works. We also applied cross tabulation analysis according to teachers? attitudes and types of final work tasks used by them. Discussing and sharing the results of the survey is interesting for professionals working in the field and for authors of the studies, to outline the advantages and disadvantages, get feedback and outline the prospects for further research. During the years 1888 to 1905, the diplomatic relations between the Western powers and the Far East showed signs of increasing equality and interdependence between the East and West, which unsettled many Westerners. Since Westerners had limited access to knowledge about Asia, they created an image that Asia, with is vast population, would join together in making a powerful military unit, and this force would be a substantial threat to ?Christian civilization.? These unrealistic fears caused the West to witness an outpouring of books, articles and editorial commentary concerning the impending danger to Western-white-Christian civilization from the growing power of the Oriental peoples. The slogan `Yellow Peril` not only expressed the Western fears of Asia initiating physical war against the US or Europe, but also fears that Asian immigrants to the United States were stealing American jobs. Battling Syria goes back precisely to the 1950s the decolonization or the postcolonial period. Then main Arab countries were in line with the colonials?the time when the CIA and MI6 started conducting covert activities in Syria ranging from plans to overthrow consequent governments to assassination plots. Macmillan and Eisenhower backed assassination plot of 3 Syrian top government officials in 1957. This started the coupe de d'état-era in Syria. The strategy was to destabilize the country and conclusively install (PPAG) Puppet-Pro-American Governments. Creating such instability had been and still is being paid for by the target countries such as the Syrians who presently became uprooted and displaced. Destabilizing Syria created chaos: not only in the Middle East and Syria, but also in the entire West itself. Europe found itself forced into paying an expensive price that was not taken into account, and will still even pay more. The Western taxpayer found himself a victim of the super power?s desperate efforts of obtaining more power and securing the flow of more oil. This paper will shed light on the facts and the actors behind the Syrian scene. It uses data from two hundred and ten Ecuadorian firms from the top thousand companies of 2013 which considers myriad of industries. The independent variables chosen, according to data availability and literature review, are Tangibility measured by fixed assets over total assets; Profitability measured by return on assets (ROA) and Firm Size measured by the natural logarithm of sales. However, some of these regressors were dichotomycally divided to select the best ratio combination and obtain a more robust model. The dependent variable, leverage, is measured by total debt ratio. The research used cross-sectional methodology using Ordinary Least Square (OLS). The Multivariate regression analysis concludes that there is a statistically positive relationship between firm size and leverage as stated by both theories. However, tangibility and profitability are statistically negative related with debt level. Profitability behaves under the Pecking Order theory, while tangibility does not follow neither of the theories. These findings are compare and contrast against other authors researches following the same trend. We theorize that Ecuadorian firms combine both theories when deciding their capital structure. Moreover, the variable growth is found to be not statistically significant in this market. However, the variable Non-Debt Tax Shield was omitted from the model due to the lack of information. The defendant or the injured party, if interested in solving the situation faster or recovering the injury, will initiate the criminal mediation proceeding by addressing a mediator. Failure to comply with measures regarding child custody presupposes that a minor child is retained by one parent, without the consent of the other one, or repeatedly prevents a parent from getting in touch with the child. The Criminal Code stipulates that this kind of offences is initiated upon the complaint of the injured person - for which mediation agreement completely removes criminal liability. In this case mediation can take place at any time during the criminal proceedings, including the appeal stage. The preliminary feasibility study system examines technically, politically and economically feasibility of the R & D project that is planning large-scale government expenditure in three dimensions and derives comprehensive judgment by using the analytical hierarchical process (AHP) . Depending on the aggregate score of the AHP analysis, a single conclusion is presented to the fiscal authority or stakeholder in the form of binary decision making for the implementation or non-execution of the project. Therefore, not only the objectivity and fairness of the survey process and analysis method, but also the reliability of the survey results are the most important foundation and target for the operation of the system. AHP does not involve statistical or probabilistic concepts of aggregate ratings analyzed because it derives alternative conclusions on project implementation alternatives and non-project alternatives based on an aggregate rating of 0.5, meaning theoretically neutral. However, even if a plurality of experts participate in the AHP, the question of whether the opinion can be viewed as reflecting opinions of experts in the relevant field requires a statistical approach. In particular, when there is a conflict between the evaluators, It is necessary to consider aspects that are difficult to make an informed decision. In this paper, we discuss a method for verifying the reliability of the AHP comprehensive rating when choosing a single alternative, and a method for reducing judgment errors from a statistical point of view. This political trend in the name of Islamism is also seen as the duty of God to regulate the will and will of the world and to make a "re-judge" in every field, which is also the sole purpose of human life.Turkey, which was once in a Western-style struggle for modernization, is under the influence of a similar idea of Islamism. But the contemporary representatives of Khaldun's history and philosophy of society have not examined climate, technology, history, politics and social problems, taking into account the recent momentum of the contemporary world. This study examines Fukuyama and Wallerstein's philosophy of politics, history and society, the perception of the technology of Kompridis, the representations of Asaf Bayat's subaltern and subaltern in the contemporary world, and finally, ta Chakrabarty's view of climate issues; aims to argue with khaldun's views. While khaldun has a relatively optimistic sense of modernization, most of the representatives we have listed above have a pessimistic perception. When Fukuyama refers to the end of history, Khaldun refers to a continuous cycle, while Kompridis speaks of the destruction of technology, Khaldun emphasizes the importance of technology. Subaltern finds himself in the rural-urban contrast in the best way, and Bayat's case is quite different from Khaldun. Chakrabarty speaks about the influence of man over the climate, while Khaldun speaks about the influence of climate and geography on human behavior. Khaldun's philosophical optimism dominates his perception of history, society and politics. While emphasizing the temporaryity of social problems in the period he lived, the thinkers we cited emphasize the permanence. One of these institutions is education. Khaldun has a very valuable opinion about education and educational sociology. In the interests of these views; The qualifications that the teacher should possess, learning - teaching processes, teaching methods, religious education, rules to be followed in child education, etc. Much of the pedagogical findings mentioned in the Muqaddimah still remain updated. According to Khaldun; Students should not be treated harshly, instead of teaching two pieces of information at the same time, a gradual expression model should be followed. In the educational environment, to get rid of the memorization of the subject and negotiation should be encouraged. In addition, concrete experiences should be preferred over learning abstract concepts The model of learning by living should be followed and educational trips should be given to important. Many of these determinations are also being applied in schools that have conducted their educational activities on the basis of the Montessori approach, on training sands on Waldorf Schools and other contemporary approaches. This study aims to examine the pedagogical views and method of Ibn Khaldun and their reflection in contemporary education. GOALS, ASSUMPTIONS AND RESEARC METHODS ? Abstract: The aim of the presentation is to submit and put into discussion the research project "The quality of the ecosystem of start-up companies in Poland as a factor of their internationalization in the global network economy environment? (later on termed ?Project?). The title issue will be put in the perspective of the experience of highly developed countries. The Project is aimed at comprehensive, thorough analysis of the actual state and economic conditions for the internationalization of Polish startups as well as potential future perspectives for their international expansion with special importance attached to the quality of so called ?ecosystems? in Poland as a factor of this expansion. Second, the analysis undertaken in the Project places the title issue, i.e. the internationalization of startups, in a broader context of the ?network economy? (also called ?knowledge based economy? or ?digital economy? and refers to the concept of ?born globals?. The comparative perspective for the studies of the subject issue is the characteristics of the startups, their business environment and particularly the tendencies and dynamics of startups foreign expansion observed in other European countries, boasting good performance and best indicators as to the internationalization of those firms, like among others Germany, the Netherlands, France, Great Britain, Italy and Spain. As supplementary research the Project intention is to present the relevant characteristics of the leading world startup centers (i.e. their ecosystems) in highly developed countries, mainly from the United States, Canada and Israel. Taking up ?internationalization? as the center of the project is valuable not only for scientific and cognitive purposes but also from the point of view of the current priorities of Poland?s economic policy. This project combines, both theoretically and empirically, the research fields of the widely understood quality of state ?ecosystem? as the environment for startup development and work, as well as the conditions of the global economy. The presentation on the Conference will be concentrated mainly on the scientific problem aimed to be solved by the proposed Project, Project's research hypotheses and the proposed methodology. It applies behavioral methods used in sociological and psychological analyses in economics, such us: variance analysis, multifactorial variance analysis, i.e. ANOVA, ANCOVA, MANOVA and Principal Component Analysis. For example in marketing it is very important to analyze the factors which determine the future choices of the customer such that it is possible to influence the sales of a product. In most of the economic applications, to make this the researcher supposes the knowledge of the mathematical relations among the variables of interest and in particular these relations are supposed linear. In this work I propose a new estimation method for mediation models without supposing the form of the mathematical relations but aggregating many different equations. My new estimation method derives by Bauer?s work (2005) about the semiparametric approach for SEM (structural equation models). To apply my estimation method, I propose new formulas to calculate the direct, indirect and total effects. I apply my method both to simulated data and to marketing data. For this allocation, most companies use a performance based reward system. At the end of each year, there is a performance appraisal conducted by the Human Resources department of each company. In this process, employers evaluate employees, and employees evaluate superiors. Usually these evaluations are conducted using some quantitative evaluation forms and the average score in the evaluation determines the performance of the workers. Based on their performances, some workers receive bonuses and some do not. Usually companies set an eligibility criterion for bonuses: if a worker?s performance score is above certain level, then he or she is eligible to receive a bonus. It is also true that each company has a limited budget that it would like to allocate among its workers as bonuses. While allocating this budget, no company allocates a bonus of more than some multiple of the monthly salary of the worker. Note that the salaries of the workers may differ: a senior worker most likely receives more salary than a newly employed worker. Therefore, the maximum amount of bonus each worker can receive may differ. We study systematic way of allocating the budget of a company among the workers whose performance was sufficiently good (above the eligibility level). Since within each company there are different departments, and each worker works under a certain department, we can define a two-step procedure for allocating the bonus budget of a company among its workers: first the company allocates the money among departments, and later each department allocates the money it receives among its workers. We call these systematic way of allocations as allocation rule and we consider rules satisfying good properties, such as efficiency, fairness, and strategy proofness. We characterize rules satisfying those properties. The PFS of R&D programs is an ex-ante evaluation that is performed in point of views of technology, policy and economy.Because a lot of tax should be expended to conduct a government R&D program, the program should be conducted based on the national science and technology (S&T) strategies, and the program expense should be used meaningly on the basis of the consensus of national policy and society. Also it is good that all risk factors should be known before starting the R&D program. Therefore the feasibility analysis on policy is very important part of the ex-ante evaluation of R&D program. In this paper, main contents of the feasibility analysis on policy will be explained. The policy analysis is composed of the evaluation criteria of three layers and deals with policy issues and other issues that could not be analyzed in technological analysis and economic analysis. A workload model that consists of average number of patients per day and nursing time per patient was used to estimate the optimal number of nursing workforce in each clinical department, considering the annual off days per nursing staff. The nursing time was classified into three stages(reception-treatment-consulting) and the data were collected by one-to-one observation for three years. It was analyzed by three scenarios: scenario 1 considered actual days spent on vacation and holiday, scenario 2 reflected all holidays and annual leaves under labor act, and scenario 3 included only mandatory holidays and off days. The average number of patients per day varied from 29 to 846 according to clinical department, and required nursing time per patient was from 5.1 to 14.2 minutes. The actual nursing staffs per clinical department were 7.6 persons. The optimal nursing workforce was 7.1, 6.4, and 6.0 persons, respectively in the scenario 1, 2, and 3. In scenario 1, it was analyzed that -3.6 to 7.9 additional nursing staffs should be employed and an average of 0.5 staffs can be reduced. In scenario 2, it was analyzed that -2.9 to 8.7 (average 1.3) additional nursing staffs need to be employed. Lastly, scenario 3 estimated that -2.5 to 9.2 (average 1.7) additional nursing staffs need to be employed. However, this study estimated an optimal nursing workforce to a decimal point, while the number of nurses employed in real world is a positive integer. With nursing manpower allocation rounded to the nearest decimal, nurse staffing condition and patient outcomes could be improved. Therefore, it is recommended to consider an integer model of nurse staffing level in the further detailed studies.* This study was supported by National Research Foundation of Korea. The selected CSWG taught the SW gifted for 100 hours per year. The Korean Government attempt to differentiate the SW gifted education from existing the Computer Science Gifted education. In order to achieve this attempt, it was necessary to establish the identity of the SW gifted education. And the first step of this attempt was the establishment of the concept of SW gifted persons. This study aims to provide reference model for directions and objectives of SW gifted education. In order to achieve the goals introduced above, we conducted the research in the following steps. First, we selected the concept of ICT-based creative talented person as a base model to establish the concept of SW gifted person. The selected base model composed three core competencies which were ?knowledge and technology competencies?, ?synthesizing and creativity competencies?, and ?personality competencies?. Second, we developed survey tools, like questionnaires, to investigate participant?s recognition of SW gifted person. The survey tools was composed of three components: ?computational thinking?, ?entrepreneurship?, and ?social responsibility?. Each of the components composed seven elements as follows. The components of computational thinking composed ?abstraction?, ?problem decomposition?, ?algorithms and procedures?, ?data collect, analysis, and presentations?, ?automation?, ?parallelization?, and ?simulation?. The components of entrepreneurship composed ?innovativeness?, ?insight?, ?patent power?, ?positive drive?, ?morality?, ?orientation for the future?, ?collaboration capabilities?. The components of social responsibility composed ?the spirit of self-sacrifice?, ?a consciousness of social problem?, ?social responsibility?, ?empathic ability?, ?sense of duty?, ?social considerations?, ?sense of community service?. Third, we developed on-line survey system by using Google functions and surveyed opinion polling. Finally, we analyzed the collected opinion data. To identify what we summarized and synthesized participant?s opinions that average values and agreement level by using frequency analysis. Also, in order to compare opinions that average values and agreement level based on whether or not participant?s various experiences and competencies we computed t-value, F-value, and x2 verification.[This research was supported by Korea Foundation for the Advancement Science & Creativity(KOFAC)] Length: 2 pages Creation-Date: 2017-05 Publication-Status: Published in Proceedings of the Proceedings of the 30th International Academic Conference, Venice, May 2017, pages 101-102 File-URL: https://iises.net/proceedings/30th-international-academic-conference-venice/table-of-content/detail?cid=50&iid=020&rid=7769 File-Function: First version, 2017 Number: 5007769 Classification-JEL: I29 Keywords: SW gifted person, concept of SW gifted person, SW gifted education Handle: RePEc:sek:iacpro:5007769 Template-Type: ReDIF-Paper 1.0 Author-Name: Cameron McCarthy Author-Name-First: Cameron Author-Name-Last: McCarthy Author-Email: cameron.cmccart1@gmail.com Author-Workplace-Name: University of Illinois Title: Understanding The Work of Aesthetics in Modern Life Abstract: NeoMarxists scholars of education writing on urban life have tended to place aesthetics on the boundaries of critical practices, treating aesthetics as a surplus set of practices that could only be made fully usefully relevant when added on to a more concentrated attention to economy and politics. The main claim I want to make in this presentation is that aesthetic practices now underwrite the fibre of everyday modern life. As Arjun Appadurai usefully argues in Modernity at Large and History as Cultural Fact aesthetics are no longer to be simply understood as the practices of the artist, a maverick citizen creating images about the past, present and the future of human existence. But aesthetics are linked to the work of imagination of ordinary people and connected even more earnestly to the work of capitalism and its reorganization on a global scale. Contrary to the neoMarxist tradition, aesthetic practices are at the epicenter of lived experience and the commodified and institutional practices of modern societies. These practices, as CLR James allerted us to in American Civilization, constitute a great window on contemporary life revealing central contradictions, tensions and discontinuities. This, after all, was the burden of the Latin American and Caribbean Writers Forum of Intellectual and Cultural workers (George Lamming, Gabriel Garcia Marquez and others) who had publicly opposed the Reagan government invasion of Grenada in 1983. They insisted, as did Arnaldo Roche-Rabel, that aesthetics were imbricated in economy and politics?that artistic militancy is critical to production of democracy. The work of aesthetics is crucial to any formula for democratic transformation. In this presentation, I would like to call attention to the following issues. First, the entanglement of the diffusion of modernization to the third world in aesthetics. Second, I want to point as well to the deepening role of aesthetics in the organization capitalism in the new millenium in which we live. Third, I will discuss briefly the crisis of language that the aestheticization of everyday life has imposed/precipitated in neoMarxist efforts to grasp the central dynamics of comtemporary society. The latter has led to a depreciation of the value and insightfulness of neoMarxist analysis in our time?old metaphors associated with the class, economy, state (?production,? ?reproduction,? ?resistance,? ?the labor/capital? contradiction) are all worn down by the transformations of the past decades in which the saturation of economic and political practices in aesthetic mediations has proceeded full scale. KSA?s National Transformation Program realize the importance of quality in higher education for the transition of Saudi economy from an over-reliance on oil revenues to a more balanced and investment based model. Ensuring graduates? quality to meet the requirements of national and international job market and increasing private sector participation in education are two of the education strategic objectives of the National Transformation Program. It is mandatory for the higher education institutes in KSA to obtain institutional level accreditation from the Education Evaluation Commission for Higher Education (EEC-HE) of KSA. This paper makes an attempt in understanding the national and international quality standards in a Higher education sector; investigate the commonalities of both standards and explore the opportunities for KSA?s institutes to obtain international accreditation at program level by using national accreditation as a foundation. The study is based on extensive literature review and qualitative case analysis. The study found that the evidence of documented procedure and practices in compliance with national accreditation?s standards and criteria are very comprehensive. Implemented standards of the national accreditation (EEC-HE) provide strong foundation and evidence to meet the requirements of international accreditation such as ACBSP. International accreditation can help institute to implement world class practices in teaching, learning and administration, enhance faculty and staff morale, increase graduates? employability and acceptance in global education and job market. In undertaking the empirical analysis, data from twelve Asian equity markets indices are utilize. The study employed residual based co-integration test proposed by Gregory and Hansen (1996) and Detrended Cross Correlation Analysis (DCCA). Findings indicate, most of the Asian emerging equity markets integrated with global market, whereas most of the frontier markets integrated with the regional market. However, the results from DCCA are more explanatory. The results also reveal that integration in Asia region is not complete. Asia region has an economically potential and fastest growing in the world. However, there is still so much to unlock the full potential, and the one way to achieve this growth is to continue on the road of financial integration. Abstract: This paper examines the motivations of individuals who do not vote in American elections from 1968 through 2012. Existing research portrays American nonvoters as a large monolith of people who lack psychological involvement in politics, do not have adequate personal resources to participate, have insufficient social networks to be engaged, or are not sufficiently mobilized by candidates and campaigns. Instead, our paper maintains that uncertainty in the national campaign context ?the economic, mass communication, legal, and international environments--drives individual citizens? decisions about whether to vote. When there is high uncertainty in the national campaign context, people are more likely to vote. When there is low uncertainty in the national campaign context, citizens are less likely to vote. The paper further develops a theoretical distinction between the external uncertainty found in the national campaign context and the internal uncertainty citizens feel about which candidate will adequately address the external uncertainty. In considering this internal uncertainty, four types of nonvoters emerge as they respond differently to the lack of clarity. First, the politically ignorant non-voters do not follow the campaign or the candidates so avoid internal uncertainty about them. Second, the indifferent follow the campaign and the candidates, but see no differences between the candidates, leaving internal uncertainty about them. Third, the dissatisfied know a good deal about the campaign context and the candidates but see one or more candidates negatively. They too do not vote because internal uncertainty about the candidates remains unresolved. Finally, the personal hardship nonvoters pay attention to the campaign and the candidates but do not vote because of personal hardship associated with unemployment. The paper first considers broad differences between voters and nonvoters in their knowledge of politics and attitudes toward elections. It then estimates a model of nonvoting across the time period. Finally, it considers in greater detail the four different types of nonvoters, who they are, and what motivates them not to participate. The study finds that at the presidential level, there are considerable numbers of dissatisfied nonvoters who do not vote because they have negative views of one or both candidates. At the midterm level, nonvoters are more likely to be politically indifferent, not having clear-cut views of one or both candidates. Author-Email: alexandar.savanovic@gmail.com Author-Workplace-Name: the Faculty of Political Sciences, University of Banja Luka, Title: TYRANNY OF MAJORITY: THE CONTRACTARIAN SOLUTION Abstract: In this paper we are trying to describe one of the classical problem of political theory: which decision can be created by majority rule. For our purpose we can define democracy as a method of creation of political decisions in a political society. Essence of this method is so called ?majority rule? which is applied on different levels of political process. The classical definition of democracy is ?rule of the people by the people?. Under the majority rule, we have not governance of all individuals, but, obviously, only one part of the people that is ?majority?. So, there is some kind of gap between the ideal type and essence of democracy as rule of the people, and de facto situation when the power is in the hands of majority. The standard solution for this problem we can find in the tradition of contractualism. In this model of creation of political community we have two levels of ?transferring? of power [rights]. First is so called the social contract: ?the constitutional phase? within which we create a basic rules, the fundamental tenets of our society [the constitution]. For this step we have the unanimity-request: the logical necessity for the social contract is the consent of all. Second is ?the post-constitutional phase? [J.Buchanan] where we create executive body to makes decision on the day-to-day level, and legislative body to provide a framework [the legal order] for that. If the legislative body makes the laws which are compatible by the constitution, these laws have ?implied? consent of all. Within this ?post-constitutive? or ?executive? phase, we cannot insist to unanimity because that will be inconsistent with our decision to leave the state of nature and go-in the political society: by the social contract we create the state as an agency for regulation of conflict, misunderstandings etc between members. From this theoretical concept it is obvious and clear for which kind of decision the majority rule can be used: only for decisions from the post-constitutional phase. If we try to solve some conflict which is in the sphere of constitution by using the majority rule, we have situation of tyranny of majority. Industry influences crucially the development of each region, largely contributes to the development of the economy. The financial and economic crisis over the last decade affected the industry in Slovakia and other EU countries. Due to the fact that the Slovak Republic is a small open economy for purposes of comparison were chosen countries with small economies and a different competitiveness. Slovak Republic has the most developed automobile industry. Britain was not alone in experiencing this phenomenon, but compared to the more documented example of the Peril in North America, the British example has been far less documented. Initially reflecting international notions of the Yellow Peril, such as fears over mass immigration from Asia into the West, at its heart the British example reflected local concerns vis-ŕ-vis the recently emerged Chinese communities. The following article will present a discussion on the exclusively Sinocentric British experience of the Yellow Peril and document how despite their minute numbers, the Chinese would bear the brunt of Britain's alien xenophobia during the period. It will examine how their visible and cultural differences signalled them to become scapegoats for a host of social, labour and political issues. It will also mention how these same differences led to a mystique developing around their communities, spawning a uniquely British aspect of the Yellow Peril, that of the popular pulp fiction of the time, most notably the Dr Fu Manchu stories. This article will also argue that despite the uniqueness of the British experience, it nonetheless would not have developed in isolation without the international aspects of the Peril feeding into the local debate. Ultimately, it was the outside stimulus of the First World War and associated post-war settlements that would signal the end of the British Yellow Peril in the early twentieth century.
