The depiction of America as a nation of diverse peoples remains visionary and aspirational. Molding America into one nation out of multiple and complex entities seems insurmountable. Black Americans have vigorously contested the representation of America as diverse and multicultural. A truly diverse and multicultural nation, critics contend, has to eradicate all trappings of ethno-cultural hegemony. Even as she strives for ?a more perfect union? America seems incapable of transcending the historical legacies of slavery and racism. From the ?melting pot? to the ?salad bowl? and more recent characterizations, America seems incapable of becoming an embodiment of her diverse peoples. An increasingly alienated black American population conceptualizes America within the discourse of alienation as a nation of permanently fractured racial and cultural identities. These blacks seek an alternative and countervailing African-derived protest identity?Afrocentrism. Thus they reject E Pluribus Unum (Out of many, one). Though America may seem multicultural, the ideal of one nation unifying and representing multiple cultures remains a distant and elusive aspiration. Skeptical of diversity, and distrustful of Multiculturalism, Afrocentrists offer an alternative African-centered philosophy of inclusiveness which, not surprisingly, critics denounce as inherently hegemonic and a negation of America?s celebration of plurality. This paper discusses the historical, social and cultural underpinnings of contemporary discourses and counter narratives about the prospects of diversity in America. It examines the challenges that Afrocentrism represents for defining what being ?American? truly means. There are two critical questions at the core of this paper: First, would multiple hyphenated American identities become the norm? Second, what are the implications of essentialist constructions of the black experience and identity for diversity and multiculturalism in America? Public debt plays important role in the process of developing state?s macroeconomic system. It can be explained by the fact that debt arising and its services greatly affect the country's financial status, the size of the savings, the amount of money, the investment environment, the consumption structure and the international relationship with the rest of the country. It is very difficult to find a country in the whole world which did not face Public debt problem at least once. The issue of Public debt problem can be also explained by the fact that most countries have a tendency to increase debt. The burden of the debt affects on the economic and social conditions of the country and consequently, it is crucial for the government to find ways to solve it. Stabilization of internal and external debt is one of the most essential factors for long-term economic development of the country. Nowadays budget deficit is not surprising, it is well-known method to use debt obligations to fund deficits.Current financial crisis in the modern world have changed the attitude of the countries to be more cautious when it comes to the Public debt. Public debt is mostly used to finance social and economic needs. Country?s solvency and its international reputation is related to the Public debt, so it is very important for any country to determine the exact amount of Public debt and develop an optimal system of management. Based on the above mentioned, this paper studies Georgian public debt effects on the economic growth, the debt management methods and ways of spending. As a result of this study, Georgian Public debt appears not to be big burden for the country, but it has the tendency of growing. At the same time, various problems have been identified in the debt management process. The goal of the study is to empirically discriminate between the two theories. Keynesian and monetarist views about the homeostatic mechanism are fundamentally different and provide a basis for constructing discriminatory empirical tests. The Keynesian theory holds that there is no, or only a very weak, homeostatic mechanism and, in the absence of government intervention, real income tends to remain below the level of full employment. In the monetary interpretation, the homeostatic mechanism is strong, and real income can be treated as though it were exogenous. This study examines the response of the Netherlands to the sharp increase in oil prices in late 1973. The experience of the Netherlands, as an oil-importing country, supports the Keynesian view. It describes different strategies of measuring the efficiency level of installed wind capacities. The research is presented with consideration to the methodology approach specific for wind energy. Special attention is given to the cost-effective business operations of contemporary systems of energy accumulation and the process of optimal decision making in the course of energy distribution. The focus is on the framework for sustainable business in compliance with complex external environment. The impact of unpredictable market and climate circumstances show the importance of the strategy mix and its role in creating value for the end-users of electrical energy. The dynamics of exploitation of the preferential conditions for wind energy companies is also important in the context of return on investment. The perspective of investing in wind energy projects is also given, along with the specificities of their implementation according to the principle of creating positive energy balance. The paper also points out the significance of government incentives and their variations. It also provides useful guidelines for successful business decision making for managers in wind energy. The aim of setting the CCB is to increase the Capital Adequacy Requirement (CAR), in order to increase the resilience of the banking system in the case of upcoming financial difficulties. For calculating the long run trend of the Credit to GDP Ratio, the Basel Committee suggests to use the Hodrick-Prescott (HP) filter. In order to detrend the Credit to GDP Ratio, the HP filter only relies on the Credit to GDP Ratio itself and does not take into account other variables, which may be relevant to the risks to financial stability. Economic theory immediately suggests the Real Gross Domestic Product and the Real Estate Price Index as these relevant variables. During periods of negative Real Gross Domestic Product and Real Estate Price Index gaps, a high Credit to GDP Gap is less dangerous than is indicated by the HP filter. The reverse is true when gaps of these two variables are positive, that is a high Credit to GDP Gap is more dangerous for the financial system and the economy than is indicated by the HP filter. The present paper provides a theoretical and empirical justification of using Real GDP and Real Estate Price Index gaps in the process of detrending Credit to GDP ratio. Since the HP filter cannot work with different variables simultaneously, the paper introduces the Kalman filter as a solution. Comparing credit to GDP gaps calculated using different filters, the paper shows two cases when the Kalman filter outperformed the HP filter in Georgia between the years 2000 and 2016. The first case is the financial crisis of 2007-2008, during which the HP filter could only signal that a crisis was occurring after the fact, while the Kalman filter could work as an early warning indicator, informing about an upcoming crisis in the beginning of 2006. The second case is the first half of 2016, when the HP filter suggested to set the CCB while there was no financial crisis, which was correctly indicated by the Kalman filter. Specifically, we conduct an out-of-sample forecasting experiment in the model with statistical and/or DSGE priors over the time period before and after the financial crisis. In the most of cases, we obtain the unbiased forecasts of the interest rate but the biased forecasts of output growth and inflation rates under the unbiasedness test. In particular, we find the estimation of Bayesian VARs with economic information about the financial friction is helpful to improve the forecasting performance of the interest rate, evaluated in terms of the modified DM test, point and density forecasts. Moreover, the combination forecasts of the interest rate generated from the model with both statistical and DSGE priors are unbiased, and they also perform better than the combination or the individual forecasts generated with only statistical priors at statistically significant level of 5%. The selection of the weighting-scheme in forecast combination, adopting equal weights for the simple average or the log predictive likelihoods in Bayesian model averaging, is irrelevant to the conclusion made above. The factors that influence students? retention in Hong Kong community college have not been studied before since the establishment of the community college in 2000. This research aims to fill this gap by studying the major factors impeding student interest and retention in community college. In view of the decreasing trend of secondary school graduates in Hong Kong, it is important to examine strategies for student satisfaction and student retention. Seven items used in the survey were rated as both important and satisfactory and hence should be maintained. On the other hand, program choices and class schedule may have caused concerns to students and should be addressed by the college. Moreover, class size and IT lab may be overkilled. Consequently, it may be worthwhile to re-allocate resources spent on IT lab and class size to program choices and class schedule. One common approach is to look at the ?content? of the film and classify it as ?political? if the film talks about a certain political event. This is an insufficent way of looking at films, as ?politics? can involve not only the ?content? of the film, but its very ?form?, philosophical depth, socio-political background, production conditions, audience relationship, marketing and so on. That?s why ?independent? cinema today is almost synonymous with ?progressive? or ?political? cinema even though the film may not center around an obvious political event. This paper aims at examining the ?political cinema? of Turkey starting after the 1960 Coup d?Etat. The short lived ?Social Realist? Movement had an overt political overtone as well as Y?lmaz Güney, who after 1970, made films focusing on the agonies of the working class. Reminiscent of Italian neo-realism with their minimalist styles, mostly non professional or lesser known actors and on location shooting, these films were clearer examples of a ?political? cinema in Turkey. After 1990s though, a novel look at ?socially engaged? cinema started to emerge as independent films replaced the old ?Ye?ilçam? productions. Ye?im Ustao?lu, Dervi? Zaim, Nuri Bilge Ceylan and Zeki Demirkubuz were among the most prominent filmmakers who had an ?indirect? relationship with politics. Nuri Bilge Ceylan, for example, hardly had anything overtly political in his films although his extreme emphasis on avoiding any contact with the ?film market? clearly indicated a subtle political choice. After the first ?wave? of independen cinema in Turkey which culminated with the international success of Distant at Cannes in 2003, a second wave emerged with younger filmmakers (including many female directors) who focused on the ?micro? political discourses of those marginalised from the ?decent? life of the ?neo-bourgeois?. Among them, Hüseyin Karabey, Orhan Eskiköy, Özgür Do?an, Pelin Esmer, Belmin Söylemez reflected those who had an ?accented? (in Hamid Naficy?s terms) lifestyles that, in a postmodern guise, pronounced a new political discourse mostly based on ?identity? problems. Abstract: The paper aims to assess the role of fiscal rules in the process of consolidating public finances and maintaining macroeconomic stability in the EU Member States in the period of the economic crisis. Additionally, the paper presents the case study on the efficiency of fiscal rules at the self-government (local) level in Poland. The article puts forward the thesis that fiscal rules were not an effective instrument for ensuring fiscal discipline in times of crisis. It presents the most important issues of the process of evolution of the rules during the crisis. A review and an analysis of legislation and literature on reforms implemented in the area of fiscal rules, confirms this thesis. The paper points to the need to create such fiscal rules that could contribute not only to fiscal stability but also to macroeconomic stability of the economy and concludes with recommendations for the creation of effective fiscal rules and their desirable features. The rules should be based on the structural balance or the over the cycle balance (but, in order for such rules to be effective, the structural deficit should be relatively low). Effective enforcement of the rules is necessary as well as a strong legal basis for the rules. The study tries to assess the perception of customers about the performance of major-e-commerce sites on those attributes. Eighteen potential attributes are preliminarily selected, and after conducting a pre-test on 50 sample respondents eleven salient attributes are selected for the study. Finally 108 respondents are taken as the study sample. Mertin Fishbein?s multi-attribute attitude models adopted to measure the customers? attitude. Respondents were asked their belief and evaluation towards some B2C ecommerce sites. The benchmark of positive belief is hypothesized as 4 in a 5 point scale. The significance of the difference between observed mean of customers? belief and the predetermined benchmark is measured by left tailed Z statistic. It is found that the sample respondents believe that the performance of the B2C e-commerce sites in Bangladesh is up to the benchmark in teams of only two attributes among the eleven. The findings of this study may be used by the existing B2C e-commerce companies as well asby the future e-commerce entrepreneurs in Bangladesh to establish a quality and customer driven B2C e-commerce industry. Even the customers will be benefitting if the industry considers the findings of the study. Literature reported that supervisory relationship between clinical mentors and nursing students may affect the process of mentoring. The purpose of this study is to the factors influencing the supervisory relationship from clinical mentors? perspective in Hong Kong.MethodologyThe explorative qualitative study design was adopted in this study. Eight clinical mentors from the hospitals and nursing institution in Hong Kong were recruited. Semi-structured interviews were conducted. Data analysis was conducted. Several themes were identifiedFindingsThe supervisory relationship was influenced by several factors which included the engagement, the format of the placement, attitude toward students and impression of the students. The clinical mentors engaged in the supervisory relationship through increased interaction such as greeting and actively approach the students. The level of engagement could be affected by the format of the clinical placement. The clinical mentors may be able to have more time to interact with a student during individual mentoring. The time for interaction with students decreased when the number of students mentored increased. The attitude toward students may affect the supervisory relationship. The clinical mentors who treated students as a team member had a better supervisory relationship. The clinical mentors showed empathy to the students when they worked with the students as a team. It promoted the student?s sense of belonging and enhanced the supervisory relationship. The supervisory relationship was also influenced by the impression of the students. The impression of the students could be affected by their appearance and their behaviour. It may influence the interaction between the clinical mentors and the nursing students.ConclusionThe findings of this study are important in improving the current practice in managing the supervisory relationship. It could help the clinical mentors to manage the supervisory relationship better. The nursing educators and management of the clinical setting could also adjust the arrangement of clinical placement and enhance the mentor training. Infrastructure (including energy infrastructure like a power plant or transmission and distribution networks) is capital intensive activity and it has significant direct and indirect impact on macroeconomic variables like GDP or employment. Most world countries (developing countries primarily) do not have appropriate macroeconomic analytical tool/model and knowledge to calculate not only energy but also economic and social benefit from investment in energy sector. Developed countries usually use full econometric input-output (IO) models and Computable General Equilibrium (CGE) models.International Atomic Energy Agency (IAEA) assists Member States in capacity building and offers a set of computer models and a methodology. According to the previous mission IAEA two years ago started to develop new analytical tool under the new project Assessing the National and Regional Economic and Social Effects of Nuclear Programmes. Croatia as other 11 countries actively participated in this project. The final result of the project is Extended Input Output Model for Nuclear Power Plant Impact Assessment (EMPOWER). The model set up follows the traditional impact analysis with input-output analysis, where a new industry (new plant like nuclear power plant or any other power plant) is introduced. Model is simple static input-output model and use technical and commercial data from nuclear power plants for economic and social impact analysis. The model framework is designed for impact analysis including the following four model mechanisms: (A) Indirect effects (including direct effects), (AB) Indirect & induced effects (including direct effects), (ABC) Indirect & induced effects & labor market response (including direct effects), (ABCD) Indirect & induced effects & labor market response & feedback from financing of investment (including direct effects). Each model version from A to ABCD incorporates everything of the model version below plus one additional feature. The results of the model simulations are presented on two ways: as aggregate results (gross domestic impact, disposable income, total production, public net savings, private consumption, exports and imports, all at current as well as constant prices, and employment; as results by industry production at current as well as constant prices, and employment. Title: AN ANALYSIS OF THE TOURISM IN NEPAL: TREND OF TOURIST ARRIVALS Abstract: Tourism is the travel of people from one place to another; whether it is within their own country or to other countries. It is naturally a human character. Attraction is the most causative element of tourism. Various natural and cultural heritages of Nepal, its diverse topography, varied climate, its diverse flora and fauna, different shrines and temples, jungle safari and trekking attract tourists in Nepal. This study uses the data of the Nepal tourism statistics 2012 published by Ministry of Culture, Tourism and Civil Aviation. The Rana ruler isolated Nepal from external influences for a hundred and four years. During that period, Nepal was a ?forbidden land? for foreigners. Tourism in Nepal was promoted after the establishment of democracy in 1951. Tourists? influx shows a steady trend in different periods in Nepal. The average length of stay of tourist is not so long. The tourist flow in Nepal is generally confined during the spring and autumn seasons. The recent trend of tourists' arrival in Nepal seems satisfactory. It mentions that Georgia is a country with small land area, where, as a result of improper land reform the lads were excessively fractured, with 75% of population holding up to 1 ha arable land. Working of such small parcels is unreasonable and economically ineffective. Taking this issue into consideration, for the purpose of stimulation of creation of the small farmers? associations, the legislative incentive was prepared on creation of the agricultural cooperatives. As a result of joint work of the Ministry of Agriculture and Agrarian Committee of the Parliament, on 12 July 2013, the Parliament of Georgia adopted the Law on Agricultural Cooperatives. On the basis of this law the LEPL Agricultural Cooperatives Development Agency was established to provide state support to the agricultural cooperatives. The main goal of the Agency is promotion of rehabilitation of the rural areas and agriculture through development of agricultural cooperatives.Of key legislative acts dealing with the activities of agricultural cooperatives, Georgian Law on Agricultural Cooperatives prevails over Georgian Law on Entrepreneurs. Therefore, the legal relations of the agricultural cooperatives are regulated by Georgian Law on Agricultural Cooperatives. According to the mentioned Law, the cooperatives provide regulation of the internal production relations by means of the economic participation, obligatory participation contributions, associated members of the cooperatives and other elements. The labor relations are decisive factors.Work provides analysis of the key operation principles of the agricultural cooperative; characteristics of cooperatives management provided for by the Law on Entrepreneurs and Law on Agricultural Cooperatives; rights and obligations of the cooperative shareholders; conflicts arisen in the course of performing of contracts made between the agricultural cooperative and its shareholder; agricultural cooperative monitoring functions. On the basis of analysis of legal regulations of leading European countries dealing with the cooperatives the recommendations are provided for improvement of cooperatives management in Georgia, for development of the entire cycle of production and sale of agricultural goods allowing generation of the increased incomes from sale of the end products by primary goods producers without any middlemen. The conclusion is made that formation of the cooperation systems of European type would be much more beneficial for the farmers, as well as for the country and its final results will be seen in its socioeconomic effects. High inflation means higher growth rate of prices which is bad for the economy and for the country mainly because of the reduction of average labor purchasing power, caused by stickiness of wages, which decreases economic welfare. Another important factor is divergence between the price levels of different goods and services. Zero lower bound inflation (or deflation) can also cause serious negative results such as output collapse in response to various shocks leading to economic stagnation and high rate of unemployment. Both too high and too low inflation are problem that should be solved by policymakers to achieve sustainable economic growth and long-run development of the country. Because of the above-mentioned reasons low and stable rate of inflation is to be considered the most efficient for reaching high rate of economic growth and development. This paper reviews mentioned problems and outlines why it is so crucial to have inflation rate at low level and why is it vital to keep it stable. Most of the countries desire to have their inflation rate at 2%. Inflation targets mostly vary from 2 to 5% depending on the central bank and economic development of the country but with a long run inflation target of maximum 2-3%.The National Bank of Georgia adopted Inflation Targeting regime in 2009 while some economists had misconceptions and debates about this decision and some papers were criticizing Georgia for not being ready for this change yet mostly because of its institutional setup and imperfect monetary transmission mechanism (Billmeier & Bakradze, 2007). The results of this adoption are reviewed in this paper by assessing economic performance during Monetary Targeting regime and comparing it to the period after Inflation Targeting regime. This paper uses price level stability comparison between these two periods as well as relative price variability among different commodity groups. The model investigates the relationship between inflation rate and the relative price variability and shows that adopting Inflation Targeting regime significantly improved economic performance of the country. Abstract: IT maintenance services have an important role to operate business processes in a company. There are normally a lot of IT systems in a company and they are maintained with IT maintenance services. So, it is meaningful analysis to compare efficiency of IT maintenance services by IT system in a company. In this paper, a model for efficiency analysis of IT maintenance services using DEA/AHP(data envelop analysis/analytic hierarchy process) is developed in a company. In this paper, the efficiency of IT maintenance services is evaluated with a DEA model which has maintenance cost and complexity of maintenance service as input factors and degree of satisfaction for maintenance service as an output factor. The complexity of maintenance service and the degree of satisfaction for maintenance service are evaluated with AHP models, respectively. We applied this model to evaluate efficiency of IT maintenance services in an insurance company. As a result, we could suggest the best practices among the IT maintenance services and the improving directions for the inefficient IT services in the company. The multinomial logistic model was employed to analyze the choice of health facility among current and former smokers. This study employed three waves (2010-2014) of the China Family Panel Studies, which is a nationally representative, biennially longitudinal survey in China. The data set included 10,330 adults in each wave. Results: First, according to fixed effect logistic model, the results showed that current smokers (light and heavy smokers) and former smoker (recent, moderate-term and long-term quitters) are positively (ORs>1) and significantly associated with outpatient care. Moreover, recent, moderate-term and long-term quitters are positively (ORs>1) and significantly associated with inpatient care. Second, based on random effect logistic model, the results displayed that heavy smokers and long-term quitters are positively (ORs>1) and significantly related to outpatient care, and former smokers (recent, moderate-term and long-term quitters) are positively (ORs>1) and significantly associated with inpatient care. Last, the results of multinomial logistic model uncovered that recent and long-term quitters increase the probabilities of visiting general hospital by 36% and 49% compared to visiting village health center and increase the probabilities of visiting special hospital by 90% and 79% compared to visiting clinic. Conclusions: Firstly, the present study employing fixed effect logistic model found that current and former smokers use more outpatient care than never smokers. Moreover, former smokers use more inpatient care than never smokers. Secondly, the current study showed that although former smokers use more inpatient care than never smokers, long-term quitters decrease the probability of using inpatient care compared with recent and moderate-term quitters according to the random effect logistic model. Lastly, this study discovered that recent and long-term quitters have much higher probability of visiting general hospital compared to vising village health center and clinic. Therefore, the tobacco tax policy and smoking cessation treatments should be implemented in rural China. Morbidity is distinct from other types of negative demographic shocks such as a loss of family members or dissolution of the family. Since the duration of illness and the possibility of recovery are generally difficult to anticipate, households may be more burdened in adjusting to the crisis caused by adult morbidity than they are to other types of demographic shocks or income shocks. Households with health shocks may use various coping strategies according to the nature of the costs imposed by those shocks. Among others, intra-household labor substitution may be an important coping strategy for households with limited access to other coping strategies. Moreover, the use of labor as insurance may have a negative impact on children?s educational attainment, which has serious implications for the future welfare of the poor in developing countries. Yet, studies on this link between adult morbidity and child labor are rare. Using two waves (2007, 2014) of Indonesian Family Life Survey data, this study investigates the effects of prime-age morbidity on work hours of children under 16 years old. This study is distinguished from few existing studies in the literature in that it controls for duration and severity of morbidity in the estimation of morbidity effects. Employing both self-reported health measures and measures of individuals? physical abilities to perform activities of daily living (ADLs), this study finds that work hours of children increase significantly when spouses of household heads suffer from long and severe illnesses. The effects are found to be greater for households where the spouses are not covered by any health insurance. Moreover, this study sheds light on gender roles within households coping with health shocks. In particular, it shows that work hours of male and female children increase more when household heads and their spouses suffer from health shocks, respectively. Again, the effects are found to be greater for households with no health insurance. This study is of special interests to policy makers trying to identify households and individuals who are more vulnerable to unexpected health shocks. The results imply that benefits of government expenditures on healthcare may be greater when the Indonesian government, with its limited resources, targets subsidies towards households suffering severe and long-term morbidity shocks. The literature showed that various general principles and frameworks are widely published but the established principle cannot be put into the practice. Additionally, there is a research study regarding the difficulty to maintain independent in identifying, reviewing and reporting tasks of IT risk and internal audit functions. The methodology consisted of the review of general principles and frameworks? documents and the interview from case studies. The general principles and frameworks in this research collected from the question ?Which principles and frameworks are applied to ITRM in your organization??. The question was asked to people in IT risk and IT internal audit functions from banking organizations and other industries which advanced information technologies are critical to the organizations. The content from first five applied principles and frameworks from the survey are Basel, COBIT 5 framework, COSO Enterprise Risk Management, ISO 31000 and ISO/IEC 27005 were reviewed. In addition, the interviews were conducted to the people in both functions from banking organizations regarding the success factors of principle and practice in ITRM in their opinions without guiding from the interviewer. The findings from the review of documents are eleven success factors that are general principle and framework selection, principle establishment, process design, structure of risk team, team?s expertise, complex level of task, interdependent level, risk culture, communication in organization, training and risk management?s tools and techniques. Meanwhile, the in-depth interviews? results showed that nine success factors that are adoption of ITRM principle, appropriate Process from ITRM Principle, task, interaction, adaptability, outsourcing, management support, conflict management and culture transformation. In conclusion, the success factors from both resources were compared and discussed as triangulation. The practical contribution of the research is that the success factors can be used as a primary check for the appropriation of current principle and practice, the exploration an intrinsic problem in both principle and practice on ITRM or the development stage. For the theoretical contribution, the researcher recommends studying various success case studies applying the principle and practices from various industries and classified the patterns by organization types which the information technologies are significant to their operation. In order to identify educational needs properly, it is necessary to conduct the needs analysis on three levels: the enterprise level, job position level, and on the level of individuals. The focus of the paper is on the lowest level, i.e. analysis of individuals, where the process involves the assessment of property traits of individuals, while the decisive factor is the performance and behaviour of employees in the implementation of working activities. The concept of the research is based on the needs of practice and existing legislation in the Slovak Republic. Courses in economics, the aim of which is to develop the knowledge of economics and business skills, are not offered in the study programmes of general medicine, dentistry and biomedical physics to the extent to correspond to the needs for the performance of managerial positions in health establishments or to the performance of private medical practice. The project summarises results acquired during the second year of the work on the project KEGA No. 014EU-4/2016 ? ?Preparation of the content and structure of subject disciplines focused on the development of knowledge and skills of graduates from non-economic health service fields of study? supported by the government educational agency of the Slovak Republic. Through analysis of historical documents, newly released evidence of mass graves, and interviews with survivors, military intelligence officers, and scholars, we trace the forced repatriation to Yugoslavia of 700,000 Croatian civilians and military personnel who sought asylum in Austria at the close of World War II. The study provides support for the thesis of complicity of British authorities with Josip Broz Tito in violation of the Geneva Conventions. Data suggest that the violations of international law led to the death of the overwhelming majority of these individuals at the hands of Yugoslav Partisans through death marches and mass executions. The presentation includes excerpts from a documentary film on the subject currently in production by the authors. This process was initiated in the USA, though managerial and marketing thinking and practices were characteristic of almost all countries. This is natural as effective performance of entrepreneurial activities is possible only in case of proper management and orientation to the consumer needs. In this respect, Georgia is not exclusion. Georgian noblemen, merchants, craftsmen and peasants used to apply managerial approaches in their businesses and they also took into consideration the consumers? needs. In our opinion, the hired stewards, i.e. the ?managers? administered the households of the noblemen. The leaders of the shops of merchants and craftsmen and their deputies were the managers as well. When selecting the managers the attention was paid to their organization skills, smartness, required for achievement of the goals set by the members of the shop. The noblemen and the peasants used to buy the consumer goods from the proceeds gained as a result of sale of the excessive agricultural products or exchanged them for the required commodities. The leaders of merchants and craftsmen performed their activities based on the consumers? requirements. In many cases the craftsmen produced the goods ordered by the consumers. In our opinion, only managerial and marketing thinking can explain the fact that the Georgians have created numerous varieties of the agricultural crops from the ancient period up to present. For example, currently, in small Georgia that has permanently resisted the enemies? attacks, there are recorded about 500 strains of grapes, up to 200 strains of apples, over 150 strains and forms of wheat. With this approach, Georgian farmers met different demands of the consumers on one hand and on the other ? distributed the risks and prevented expected losses. As a solution to the restructuring performance, the regional development concept proved to be an alternative development paradigm which prioritizes community development. There are two types of regional development approaches: exogenous and endogenous regional development. While the first one depends heavily on the promotion by governments utilizing outside resources with legal controls, technical innovation, etc., the second one relies highly on the initiative of the local people using local resources based on local biodiversity, culture, traditions, and skills. Accordingly, the Thai government established the One Tambon, One Product (OTOP) project in 2001. The program is based on the successful experience of the One Village One Product (OVOP) movement in Japan which is a remarkable example of the endogenous regional development concept. While OVOP mainly highlights some local areas for the depopulation problem, the OTOP project in Thailand draws attention to alleviating poverty. Currently, OVOP or OTOP is becoming one of the most popular terms in many developing countries, especially in Asia and Africa. There have been several studies of OTOP projects in other regions in Thailand. Much of the previous work on the OTOP projects has concentrated on the performance of each enterprise using descriptive statistical tools. The purpose of this study was to contribute to knowledge and debate on describing the structure of the OTOP production. The annual data for the fiscal period in 2015 from the Community Development Division and the location quotient method of analysis were employed. The mathematical technique indexes the region?s revenue of OTOP to a larger reference (national) scale. The study points out that the location quotient of food and textile production of the OTOP scheme in lower northern Thailand was greater than one. In contrast, the LQs of crafts, beverages and herbs were 0.77, 0.35 and 0.44, respectively. The results revealed that the first two products are concentrated in the lower northern region compared to a larger geographic area. Therefore, the economic and workforce development planners should provide the right support to make the regional economy unique. There is little knowledge about why farmers farm tobacco. We examined, cross-sectionally, why farmers grow tobacco and tested whether price and yield stimuli of tobacco and non-tobacco crops would influence the choice of farming tobacco. Methods: A cross-sectional based survey with a sample of 126 farm households (mean farm acreage 5) in the West Nile sub-region of Uganda were surveyed in 2014. We assessed the structure of their land system, access to finance, input use, production and farm expenditure of tobacco and non-tobacco crops. Regression analyses tested whether price and crop yield ratios, controlling for resources were related to the choice of growing tobacco. Results: Tobacco farmers are less likely to farm tobacco leaf if there is an increase in the price ratio of coffee to tobacco, -0.800 p<0.0001, although the effect of the yield ratio of coffee to tobacco was small and not significant. Similarly, the chances of farming tobacco leaf were low as the yield ratio of cassava to tobacco increased, -0.081 p<0.05. It is evident that uptake of tobacco farming is not strongly influenced by household factors especially, household size, gender of the head of the household, although age and education level of the head of households did have a slight influence on the decision to grow tobacco. Conclusion: Data from this study indicate that tobacco farmers are price and yield sensitive, and this result together with other findings confirm the view that tobacco farmers can switch to other crops if they are able to obtain a higher price for their alternative crops. VIOLENCE AGAINST PERSONS (PROHIBITION) ACT (VAPP) IN CONTEXT Abstract: On 2nd May 2015, the (now former) president of the Federal Republic of Nigeria, Dr Goodluck Ebele Jonathan signed into law the Violence Against Persons (prohibition) Bill. The law in effect prohibits all forms of violence against persons and particularly for the purpose of women and child rights, criminalizes the practice popularly known as female genital mutilation (FGM). Unsurprisingly, many human rights activists regard this development as a step in the right direction as far as human rights protection in Nigeria is concerned. There are however some issues, especially in relation to the constitutional and cultural outlook of the Nigerian society which the author of this article regards as highly significant as far as implementation of the law is concerned. The article aims to consider these issues in line with a predominant argument that there should be an increased focus on developing a ?rights protection culture? in the Nigerian society through other measures outside legislative enactments. Medicine has been mainly, one of them. Nevetheless, has this evolution been positive in the sense of creating benefits? The question emerges when we consider that evolution has been able to modify the individual´s natural processes, with consequences that are even public in terms of expenses. Taking into account this idea, our research question arises: ¿Which are the role and the human sense that this Discipline (Medicine), that is more humanistic than scientific, should have, in a world where utilitarianism prevails over non material gains, as well as their implications in the making decision level, health and human sense, these, responsibility areas? The fact that we consider the rising of artificial procedures to generate life as well as to defy time and death, leads us to mention the main objective of this paper: to present some ideas about the actual perception of the medical practice and about its ough to be, in terms of responsibility and human sense with the patient, face to the acceptance of artificial practices, exceeding the limits of the Discipline. A secondary objective is to approach a social theme that motivate to think about new and recurrent practices, at present, in the Medical area. Examples of these practices are the assisted fertilization and the genetic modification, among others. The hypothesis of this work is that in the desire of going further in the medical knowledge, Medicine has lost its nature, in terms of forgetting the natural and vital processes of patients, where the human being has become what Nancy has called an ?artifice subject? (Nancy) and blur the Medicine?s main duty, that is to restore individual´s health. This is why, from the Political Philosophy perspective, we will analyze, in a first time, the concept of human being and we will consider the Trias? Theory about The Limit, taking into account that in all areas limits exist, even if the contribution to society can be important in terms of people?s benefit, -as can be to cover an individual?s desire-. In a second time, we will try to establish those implications that practices exceeding limits can present in health. as well as in the individual?s human sense. Modelling of such events is relevant for institutions such as the insurance companies, national insurers? bureau etc. The proposed model consists of three parts. The first part models deterministic seasonality with special focus given on daily seasonality. Daily seasonality is usually considered as seasonality with long seasonal period, so we will use approaches based on basis expansion. The second part characterizes the impact of other deterministic variables such as long-term trend and other external variables. The last part of the model is an error term part the purpose of which is to capture residual randomness of the model. Because of the character of the time series, GARMA model will be used to capture the error term part. This is not to say that there is consonance in the many differences that persist but that at some level or the other, there is acceptance and nothing can be completely shunned. To put it in a magic realistic understanding of Marquez and apt words by Arundhati Roy for India, ?India lives in several centuries at the same time. Somehow we manage to progress and regress simultaneously.? In that spirit, this paper intends to chart through some specific examples of the literary texts from India, the path of to and fro between which India will look like an enchanting exploration but in actuality show narratives steeped in its politics, law and culture. Namely they will include, ?Cilappatikaram? by Adigal which is an epic with a female protagonist, ?Raag Darbari? by Srilal Shukla which is a satirical rendering of a post independence Indian village, a comparative effort between India?s foremost epic ?Mahabharata? and its modern day telling by Dr. Shashi Tharoor called ?The Great Indian Novel?, ?A Fine Balance? by Rohinton Mistry which entails the threatening politics within a democratic nation and finally ?Ghachar Ghochar?, originally written in Kannada by Vivek Shanbhag and recently translated into English, a masterpiece touching to the realistic core, the effects money and success can have on different people while hearkening to ?Financial Expert? written by R.K. Narayan. These examples in their content and context coming from different states of India, written in several genres and languages and various time periods in the last hundred years or so is illustrative of the melting pot that India has been. Why is the level of tolerance in this country debatable but never dismissed? The idea of this paper presentation is to depict India?s cosmopolitan literature and that despite the bans of many books in India, the country does not altogether support the muffling of voices, evident in its culture of writing over the years and also in recent Supreme Court judgments?. An embedded multiple case study, one of the patterns of case studies was used in the study. The study was conducted on the parents of third and fourth year pupils in a primary school located in Selcuklu district of province of Konya in Turkey in the academic year 2016-2017. The "Problem Survey List for Children" developed by Owen (2008) was applied to the parents of a total of one hundred eighty-four pupils, including ninety-one girls and ninety-three boys in this study. The items most marked by the parents were dreaming during the day, unable to get started homework on time, feeling anger to the authority and wandering in the room. The items least marked were stealing, hitting other pupils in the classroom, and lying. As a result of the evaluation of the data, it was seen that the most and least marked items were the same in the third and fourth grades, and the other items showed similar characteristics in this direction. Individual interviews with pupils and parents was decided in order to understand the causes of the marked items and to help solve the problems. Additionally, organization of group guidance activities towards the problem areas and presentation / seminar work to solve issues were aimed. Strengthening cooperation between school and family and increasing the effectiveness in the studies by including the class teachers in the process were aimed in order for the study to be conducted to achieve the desired results. Relative Age and Gifted Program Participation in BILSEM Abstract: The relative age effect means the differentiation of success on the part of students of the same class because of the difference in their birth months, or the differentiation of success on the part of children of the same group because of maturity but not skills. Students who are identified as gifted are specially educated at centers called Science and Art Center (BILSEM) in addition to education they receive with their peers. This study aims to determine whether the relative age has a role in selection of students for BILSEM's. The data were collected from Konya Science and Art Center in Turkey. In the center, 534 selections were conducted until 2015-2016 academic year. Comparisons were made based on the frequency of birth dates of the registered students, Chi-square Goodness of Fit Test, and monthly and quarterly periods. The test results show that the relative age plays a significant role in selection of students at BILSEM's both on monthly (?² = 57,96, p< .00) and quarterly (?² = 22,16, p < .00) basis. Those born in the second quarter of the year (April, May, June) have been selected most while those born in the last quarter (October, November, December) have been selected least. The probability of being selected for BILSEM increases, compared to those born in the last quarter of the year, by 1,26 times for those born in the first quarter, by 2,15 times for the second quarter, and by 1,66 times for the third quarter. Using data for 3,623 local business registered from 1906 to 2015. This study examines their performance of the city growth and socio-economic problems to promote entrepreneurship based on locally-owned (LOEs) enterprises and nonlocally-owned (NLOEs) enterprises. The key determinants are identified using a unique assembled data recorded by local authority recording and comprising all local business sectors over time. The descriptive analytical approach will be applied to full sample (all sectors) and other relevant issues (capital based, size of business into SMEs; Small Medium Enterprises). Most enterprises are small business; while, there are few medium and large sizes in the community areas. The aim of the research is to explore the evolution of local business development in the province and the major determinants to increase the investment into local. The quantitative approach has been investigated together with face to face interview from the purposive samples by sectors. The results show that local entrepreneurs experience the high competitiveness from outsides especially from the large and medium nonlocally-owned enterprises. The development of entrepreneurship in the areas based of Phitsanulok has gradually changed. The huge capital investment from outside has injected into the areas. The phenomenon how the small ? medium enterprises will be survived from the large enterprises dominated into the areas has to be discussed in terms of policy priority actions and the economic and social instruments at the level of economic entities of local business development in the areas. This study briefly examines the city growth of businesses? existence and its changes over time. This approach can be applied to analyze the city growth at provincial-level of the country. This research aims to gain further knowledge and secure essential references for designing a cane for elderly through summarizing and analyzing literature written on the effect of using cane (especially cane handles) on elderly users. In the research, three online Databases Science Direct, Pubmed and Medscape were used to search for relevant papers using key terms of Cane, Age gait, Ergonomic Design cane and their synonyms. Articles were then filtered by reviewing the abstracts according to the inclusion criteria: (1) the paper had to be written in English language, (2) the paper had to be published between 2006 and 2016, (3) Studies that had involved participants aged 65 and above, (4) Studies that had involved walking stick/ cane as part of the sample, (5) The paper had to be an original study, (6) The paper is not a conference abstract. The selected articles were then filtered again by reviewing the whole article to define the relevancy of the article to the objective: (1) To study the effects of cane in elders? walking speed, cane height, (2) To study the effects of cane handle in elders, (3) To synthesize findings for application in future cane designs. As a result, a total of 385,081 articles were obtained from databases Pubmed, Medscope and Science Direct by using various search terms and their synonyms. 565 articles remained after confirming the search term and title was related to the objective. Only 25 articles that eligible for the inclusion and exclusion criteria were remained. Multi-functionality, comfort ability and suitability, inter-changeability and material used are important attributes in cane handle design. Considering the health status, preference and living environment of the elders, attributes such as the color, design, material used, size and shape should be studied before designing the cane. This study is conducted as a part of long-term project that ultimately designs a cane for the frail by referring to the results found in this study. View on the Use of Technology: A Comparison Study between two Private Middle Eastern and North American Universities Abstract: Most universities in the Middle East and North America are relying on implementing various technological tools in the math curriculum. This research is a unique attempt that compares students attitudes towards technology use in math classes in two private universities, Middle Eastern and North American. The Acceptance Technology Model (TAM) has been widely used by researchers to test user?s acceptance of technology. In this study, we integrate TAM and user satisfaction. A sample of 400 students participated in this study that test students? acceptance of MathXL as a technological tool in their math classes. Structural equation melding which included various constructs was used based on the integration of TAM and user satisfaction. In the two groups of students, the results support the theoretical model showing the importance of user satisfaction on perceived ease of use and subjective norm on behavioral intention.
