REFORMS FOR THE MODERNIZATION OF PUBLIC ADMINISTRATION

MERCEDES GUMBAU ALBERT

Abstract:

State or the Administration may be following guidelines that are not sufficiently adequate to lead the social processes and economic challenges that we face today. In this context, this study aims to establish what are fundamentally the reforms that the public Administration must undertake for the rapid modernization of a territory or region. These reforms are understood as a process that transforms management, optimizes the use of public resources and generates public value to adapt it to the challenges of contemporary society. Their ultimate objective is the efficient provision of public services as a factor of productivity, growth and well-being More precisely, the most important trends in the administration reforms are: the introduction of electronic means and artificial intelligence to digitize all administration processes in order to simplify procedures, improve citizen services and solve their problems; increase the training of public employees; implement the administration’s energy transition; and finally, improve governance. The paper analyses these proposals.
